AI and tech in DR Congo

The organisations listed for DR Congo are in Kinshasa. The directory covers an incubator and coworking venue downtown, an innovation hub with startup programmes including one for women entrepreneurs, a digital services and developer staffing company, an AI community founded by young Congolese researchers, and a Google Developer Group.

The fields are software development, digital transformation for clients in DR Congo and Europe, and AI and data science training through webinars and events. The innovation hub, founded in 2020, offers coworking and startup programmes; the incubator also trains entrepreneurs and connects the people who make up the local ecosystem.

02

Public bodies and rules

Digital policy sits with the Ministry of the Digital Economy. A national AI strategy (SNIA) and a digital economy sector policy (Politique sectorielle de l'économie numérique, PSEN), both with a 2030 horizon, were validated together on 4 August 2026.

Companies are created through the GUCE one-stop window; its official site was not reachable when checked, so confirm the current timeframe and fees directly. An ordinance-law of 8 September 2022 promotes entrepreneurship and sets up a startup label granted by a national labelling committee. The Digital Code of March 2023 creates a data protection authority (APD); it is not yet set up, and its duties have been assigned to ARPTIC since August 2024.

03

Looking for work or partners

The listed scene is small, so the hubs and communities are the practical way in: they run events, training and startup programmes, and know who is hiring.

For a data project, check with ARPTIC how personal data rules apply while the APD is not in place. Partners offering software or staffing services can show past client work; ask for it.
