AI and tech in Côte d'Ivoire

Abidjan, the country's economic capital, is where the organisations listed on this page work. The directory covers product startups, a national AI conference, two innovation hubs (one run by Orange, one part of an international coworking network), an incubator for agricultural entrepreneurs and a seed investment vehicle shared with Senegal.

The listed startups work in digital banking, payment gateways and bulk payments for businesses, data science and data engineering, and AI for African languages. One listed AI startup builds multilingual models aimed at sovereign use, and a listed data firm works between Abidjan and Paris.

Public bodies and rules

Digital and AI policy sits with the Ministry of Digital Transition and Technological Innovation. The national AI strategy, SNIA 2030, was presented to the Prime Minister in March 2025; its formal adoption by the Council of Ministers is not confirmed. The JIA conference listed here is organised with the ministry.

Companies are created through the CEPICI one-stop investment window (Guichet Unique), which offers online creation. A startup law (Loi n° 2023-901 of 23 November 2023) covers digital startups and a startup label. Personal data is overseen by ARTCI, the telecoms and ICT regulator, under Law 2013-450.

Looking for work or partners

Côte d'Ivoire uses the CFA franc issued by the BCEAO, shared with seven other West African states including Senegal, Mali, Burkina Faso and Benin. Payment licences in this area are granted by the BCEAO, which matters for any fintech partner.

The hubs and the national AI conference are the places to meet founders, engineers and public partners. For partnerships in payments or data, ask a prospective partner which licence it holds and how it handles personal data under ARTCI's rules.
