AI and tech in Morocco

Morocco's listed organisations are spread across several cities: Rabat for the AI research centre, the AI studio and an applied research foundation; Casablanca, Rabat, Tangier and Agadir for the technology park network; and Khouribga, Benguerir, Tetouan and Rabat for the free coding school campuses. A university, UM6P, runs several of them, along with a venture fund and a precision agriculture unit.

The listed startups work in voice AI and customer analytics for African languages (from the studio that co-created DarijaBERT, a language model for Moroccan Arabic), AI analysis of medical ultrasound, satellite and drone data for farming, B2B commerce and fintech, and a super app for rides, delivery and payments that also operates in Tunisia. There is also an AI community of researchers in Morocco and abroad, and an accelerator backed by a public investment group.

02

Public bodies and rules

Digital and AI policy sits with the Ministry of Digital Transition and Administrative Reform. Until 2026, AI was a pillar of Maroc Digital 2030; a separate Morocco AI 2030 roadmap was unveiled on 12 January 2026, with no adopting law or decree identified so far.

Companies are created through the regional investment centres (CRI) and the OMPIC online company creation platform, under Law 88-17. Morocco has no startup act. Personal data is overseen by the CNDP under Law 09-08 of 2009.

03

Looking for work or partners

Talent is trained across several cities rather than one, so a partner search should look beyond Casablanca and Rabat. The university network around UM6P links research, training, a venture fund and startups, and is a natural first contact for applied AI work.

The AI community and the technology park are the practical entry points for meeting engineers and founders. Projects that process personal data should plan for the CNDP's rules from the start.
